Gov. Gavin Newsom announced Thursday his administration has blocked $1 billion in funding for all cities, counties and organizations in California seeking special funds to help with their plans to address homelessness, saying their proposals were not aggressive enough in tackling the issue. The funds are part of the state’s Homeless Housing, Assistance and Prevention grant program, which provides money to every county and the 13 largest cities in the state, on the condition that each has an approved plan by Newsom’s administration that aims to reduce the number of people on the streets and boost permanent housing. Newsom’s office said the plans submitted for the program’s latest round of funding would have resulted in a 2% decrease in homelessness over four years statewide. The administration noted some plans showed local leaders taking aggressive action, while others were less ambitious, reflecting double-digit increases in homelessness over four years.
